Today, the Trump Administration has lifted its export restrictions for chip design software and ethane on China.
The update to chip restrictions comes at a crucial moment for domestic industry producers, as the U.S. can now compete globally by resuming sales of their chip design tools to Chinese customers.
The top three U.S. chip design software companies—Synopsys, Cadence, and Siemens—confirmed that the U.S. Commerce Department notified them that the export restrictions introduced in May had been lifted.
In a statement to investors, Synopsys wrote, “On July 2, Synopsys received a letter from the Bureau of Industry and Security of the U.S. Department of Commerce informing Synopsys that the export restrictions related to China, pursuant to a letter received on May 29, 2025, have now been rescinded, effective immediately. Synopsys is working to restore access to the recently restricted products in China. Synopsys is continuing to assess the impact of export restrictions related to China on its business, operating results and financials.”
On Wednesday, the Trump administration also issued a letter to American ethane producers, asking them to lift export restrictions that had previously stopped shipments of the chemical to China.
The industry welcomed the move, as approximately 50% of America’s ethane industry exports go to China.
